We are inviting your views on a draft proposal for a residential development and associated ancillary works.  The proposal relates to the site adjacent to and south of the junction of London Road and Lismore Street, Belfast. The feedback received will help to inform the planning application that will be submitted to the Council in due course.

Please note that comments made to the prospective applicant do not constitute representations to the Council. A further opportunity to make representations to the Council will be available as part of the statutory consultation process following formal submission of the planning application.

Proposal Site

The proposal site is a 1.2ha site located adjacent to and south of the junction of London Road and Lismore Street in Belfast.  The site is currently vacant, but has an existing planning permission for 115 apartments, granted on 29th August 2024.  That approved application can be viewed on the planning portal via the following link: LA04/2022/1083/F

Proposed Development

Two options for the site layout are currently being considered:

Option A comprises 65 units in total, including 41 houses and 24 apartments, with centrally-located areas of public open space.
Option B comprises 69 units in total, including 45 houses and 24 apartments, without the centrally-located areas of public open space.

Both options comprise a mix of social and affordable units, albeit the final tenure mix will be determined by the Council as part of the planning application process.

Next Steps

Following the conclusion of this pre-application public consultation, all comments will be reviewed. Once considered, relevant changes may be made to the proposed development and all comments, including a summary of the key concerns and the applicant’s responses will be included in a Pre-Application Community Consultation Report.  This report will accompany the application submission.

Supporting technical and environmental documents will also be finalised to accompany the application.  Once complete, the supporting documents and final proposed drawings will be submitted with the Pre-Application Community Consultation Report as a planning application to the Council for consideration and determination.

After the application is validated, the Council will proceed with its own statutory consultation. The Council will then notify the local community about the consultation and application process and how to participate.
