Proposed Industrial Development

Welcome

We are inviting your views on this proposal prior to submitting a planning application to the Newry, Mourne and Down District Council.

Information about the site and proposed development is provided below, as well as details for providing comments and the next steps following this public consultation. The feedback received during this public consultation will help to inform the planning application that will subsequently be submitted to the Council.

Application Site

The Numac Fabrications Ltd site extends to approximately 2.6 hectares and is located at 49 Chapel Hill, Mayobridge, approximately 1.5 miles south-west of Mayobridge village in a rural setting.

The site has an established industrial planning history, including previous permissions for general industrial use and associated buildings. It comprises existing fabrication factory buildings, workshop structures, yard areas and associated parking. The site occupies an elevated roadside position along Chapel Hill and forms part of an established cluster of industrial and commercial activity in this area.

The Proposal

The current draft proposal 
comprises the retention of existing operational buildings together with the construction of new industrial accommodation at the established Numac Fabrications Ltd site at 49 Chapel Hill, Mayobridge. The working description of development is as follows:
 
“Part-retrospective application for the retention of existing car parking, factory extension and workshop building, together with the construction of a new fabrication factory incorporating ancillary office accommodation, proposed workshop extension, formalised car parking areas, new vehicular access from Chapel Hill, boundary landscaping and all associated site works.”

The scheme comprises the following core components:
 

  • Retention of existing fabrication factory and factory extension, together with the existing workshop building.

  • Proposed new purpose-built fabrication factory to provide modern industrial accommodation and improve operational efficiency across the site. The building will also incorporate ancillary office accommodation.

  • Proposed extension to existing workshop buildings to accommodate material processing and other operational functions.

  • New and improved access from Chapel Hill.

  • New formalised car parking area (50 spaces) and extensive landscape planting.

All comments should be provided before the end of 20th April 2026 to ensure they are given consideration before submission of the formal planning application.

Next Steps

Following the conclusion of this pre-application public consultation, all comments will be reviewed. Once considered, relevant changes may be made to the development and all comments, including a summary of the key concerns and the applicant’s responses will be included in a Pre-Application Community Consultation Report.  This report will accompany the application submission.

Supporting technical and environmental documents will be finalised to accompany the application.  Once complete, the supporting documents and final proposed drawings will be submitted with the Pre-Application Community Consultation Report as a planning application to the Council for consideration and determination.

After the planning application has been validated, the Council will proceed with its own statutory consultation. The Council will notify the local community about the consultation and application process and how they can participate.
