We are inviting your views on a proposal for a residential development in Lisnaskea, prior to submitting an associated outline planning application to Fermanagh & Omagh District Council. 

An outline planning application seeks to establish the principle of development on a site. It will not contain detailed site or house plans. If outline planning permission is granted, detailed plans may then be submitted under a separate, subsequent reserved matters application. There are opportunities for the public to submit comments to the Council during the course of both the outline and reserved matters applications.   

Information about the Lisnaskea site and proposed development is provided below, as well as details for providing comments and the next steps following this public consultation. The feedback received during this public consultation will help to inform the outline planning application that will subsequently be submitted to the Council.


 

Application Site

The proposed development site comprises approximately 2.8 hectares of undeveloped greenfield land situated on the western edge of Lisnaskea. Positioned within the established settlement limits and zoned for housing under the Fermanagh Area Plan 2007, the site represents a logical extension of the town’s existing residential fabric. The land is characterised by its gentle slope and is naturally enclosed by mature trees and hedgerows, which provide a clear and sympathetic boundary between the urban area and the surrounding countryside.  

Primary access to the development will be facilitated through the existing Castle Grange residential area. By extending the current road and turning head directly into the site, the project avoids the need for a new access point onto Lisnaskea Road.

The site is bordered to the east by the two-storey homes of Castle Grange and to the north by the Emmett Park playing fields and Lisnaskea Road. To the west and south, the landscape transitions into agricultural land and scenic greenery, with Lough Head located further beyond.

The Proposal

An outline planning application is intended to be submitted to establish the principle of residential development on the application site. No detailed site or house plans will be submitted with this outline planning application. If outline planning permission is granted, detailed plans may then be submitted with a separate, subsequent reserved matters application.

The proposed development aims to deliver a high-quality residential scheme of approximately 60 dwellings, featuring a mix of detached and semi-detached homes designed to meet diverse household needs. In keeping with the local character, the houses will range from one to two storeys, with single-storey dwellings strategically placed on higher ground to ensure a sympathetic visual profile. The core components of the current scheme are as follows:

  • Diverse Housing Mix: A variety of house types, including a 10% social housing provision (subject to need), to support a balanced community.

  • Central Green Space: Approximately 3,000 sqm of public open space (at least 10% of the site area) located centrally within the development.

  • Landscaping & Biodiversity: Retention of existing mature vegetation complemented by additional native planting to enhance the natural environment.

  • Access: Primary access through the existing Castle Grange road network via a new right turn lane on Lisnaskea Rd

  • Community Safety: A layout that promotes "secured by design" principles, featuring well-overlooked public spaces and safe communal areas.

Next Steps

Following the conclusion of this pre-application public consultation, all comments will be reviewed. Once considered, relevant changes may be made to the development and all comments, including a summary of the key concerns and the applicant’s responses will be included in a Pre-Application Community Consultation Report. This report will accompany the application submission.

Supporting technical and environmental documents will be finalised to accompany the application.  Once complete, the supporting documents and final proposed drawings will be submitted with the Pre-Application Community Consultation Report as a planning application to the Council for consideration and determination.

After the planning application has been validated, the Council will proceed with its own statutory consultation. The Council will notify the local community about the consultation and application process and how they can participate.
